China and the United States on Wednesday issued a joint declaration on climate change at the United Nations (UN) climate conference known as COP26 in Glasgow, Scotland.
In the China-U.S. Joint Glasgow Declaration on Enhancing Climate Action in the 2020s, the two sides said they appreciated the work done so far and pledged to continue working together and with all parties to strengthen the implementation of the Paris Agreement.
They agreed to take enhanced climate action to effectively address the climate crisis based on the principle of common but differentiated responsibilities and respective capabilities and accounting for national conditions.
According to the declaration, the two nations will establish a working group to promote cooperation on climate change between the two countries and the multilateral processes.
我国气候特使:中美两边一致大于不合
在当天黄昏举办的新闻发布会上,我国气候特使解振华向中外媒体介绍了当天发布的《中美关于在21世纪20年代强化气候举动的格拉斯哥联合宣言》主要内容。
解振华标明,为了达到这一次的联合宣言,两边举办了近30场视频谈判,并在上海和天津举办了两次面临面的会议、在伦敦和格拉斯哥举办了面临面的谈判。
解振华着重,在气候变化范畴,中美两边的一致大于不合,联合宣言的宣布再次标明中美协作是仅有正确的挑选,中美协作能够办成许多有利于两国和国际的大事。
他标明,离格拉斯哥大会完毕还有两天,期望此份联合宣言能够为大会成功作出中美奉献。
解振华标明,两边提出要执行4月在上海发布的联合声明,在清洁动力、煤炭、电力、维护森林等范畴,将有详细的举动。他特别指出,中美将在甲烷减排范畴展开实实在在的协作。
美国气候特使约翰·克里随即也举办新闻发布会。他标明,他对两国之间达到的协议感到“快乐”,并弥补说:“现在每一步都很重要,咱们前面还有很长的路要走。”
China's special envoy for climate change Xie Zhenhua on Wednesday hailed the joint declaration between China and the U.S. on tackling climate change, saying it proved once again that cooperation is the only right choice for the two nations.
Xie made the remarks at a news conference following the announcement.
"There is more agreement between the U.S. and China than divergence, making it an area of huge potential for cooperation," Xie said, calling on both sides to take concrete steps to enhance cooperation on climate change.
"The release of this joint statement shows again that cooperation is the only choice for both China and the United States. By working together, our two countries can achieve many important things that are beneficial not only to our two countries but the world as a whole," Xie said.
Wednesday’s agreement covers areas such as the rollout of carbon-capture technology, electrification of the economy, new measures to prevent global deforestation, and methane emissions reduction, Xie said.
In a seperate press conference, US Special Climate Envoy John Kerry said he was "pleased" about the agreement between the two countries and added: "Every step matters right now, and we have a long journey ahead of us."
联合国秘书长:宣言达到是“迈向正确方向的重要一步”
当地时间11月10日,联合国秘书长古特雷斯在交际网站上发文,欢迎中美两国达到的强化气候举动联合宣言。
古特雷斯称,应对气候问题需求国际协作和联合,宣言达到是“迈向正确方向的重要一步”。
UN Secretary-General António Guterres tweeted his welcome for the agreement between China and the U.S. to work together to take more ambitious actions on climate this decade.
He hailed the agreement as an important step in the right direction, noting that the crisis requires international collaboration and solidarity.
COP26抉择草案发布:“+1.5℃”的愿景
为期两周的第26届《联合国气候变化结构条约》缔约方大会(COP26)正在英国格拉斯哥举办。作为2015年巴黎峰会以来规划最大的气候大会,COP26备受全球注目。
11月10日早些时候,联合国气候变化大会首份抉择草案发布,草案呼吁签署国 "修订并加强其(减排)方案,使其契合《巴黎协议》的升温方针"。这就是说,与工业化前的年代比较,升温起伏 "远低于 "+2°C,假如或许的话,则为+1.5°C。
2018年,一份由数千名科学家和多国政府编写的政府间气候变化专门委员会陈述发现,经过将全球气温的升幅控制在相较工业化前水平的1.5℃以内能够防止最恶劣的气候影响,并坚持宜居气候。
草案还敦促发达国家在应对气候变化,减缓全球变暖速度范畴,持续支撑发展我国家,实行此前作出的许诺。草案着重,发达国家每年需求调集超越1000亿美元的气候融资来支撑发展我国家应对气候变化。
The 26th session of the Conference of the Parties (COP26) to the UN Framework Convention on Climate Change is continuing in Glasgow.
Countries have been urged to boost their emissions cutting goals by 2022, according to a draft UN climate summit text released earlier on Wednesday.
The draft called for nations to "revisit and strengthen" their decarbonisation plans by next year, rather than 2025 as previously agreed.
It added that limiting heating to 1.5C "requires meaningful and effective action by all parties in this critical decade".
The release comes in the wake of data showing pledges made so far left the world way behind its goal of limiting heating to 1.5C.
